English Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a latest study of local authorities, UK councils are planning to sell community centers, sports centres, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that six out of ten of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of public land and land to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a high proportion of councils attempting to generate funds from a fire sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and utilising savings to weather increasing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its property management strategy included the sale of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Rises and Broader Fiscal Pressures

This research of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of councils will need to raise local levies next April to address the rising cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of county councils recently also found local finances being stretched by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many key cities members were among the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 deprivation indices,” said the study.

“Although only one key city is among the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing local leaders across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised social care provision in the last year, the survey revealed.
